Scrub HydraProxy from agent-facing API + MCP

- /api/v1/hydraproxy/info -> /api/v1/mobile/info (old 404s)
- MCP tool hydraproxy_account -> mobile_account, docstring reworded
- admin/internal names (config, DB, admin routes, module) unchanged
